Guide for Authors

The Journal of Intelligent Regional Governance (JIRG) is a peer-reviewed, open-access journal dedicated to publishing high-quality research on intelligent governance, regional development, and policy innovation. We welcome contributions from scholars and practitioners working at the intersection of technology, governance, planning, and public policy.

This guide provides detailed instructions to support a smooth and transparent submission process.

 

  1. Scope and Aims

JIRG publishes original and interdisciplinary research in areas including but not limited to:

  • Smart governance and digital public management
  • Regional competitiveness and economic policy
  • Urban-rural integration and spatial planning
  • Environmental governance and sustainable infrastructure
  • AI, big data, and intelligent decision-making in public systems
  • Fiscal innovation and collaborative policy design

Submissions should contribute new knowledge, critical analysis, or practical frameworks that address the challenges of sustainable and intelligent regional governance.

 

  1. Manuscript Types

JIRG accepts the following submission types:

  • Original Research Articles (5,000–10,000 words): Empirical, theoretical, or methodological studies.
  • Review Articles (6,000–12,000 words): Comprehensive syntheses of existing literature and research trends.
  • Policy Essays (4,000–8,000 words): Theoretical or critical reflections on policy design and governance innovation.
  • Case Studies (3,000–7,000 words): In-depth analysis of practical governance experiences.
  • Book Reviews (1,500–3,000 words): Critical reviews of recently published books relevant to JIRG’s focus.

Word limits include references, footnotes, tables, and abstract. Exceptions require prior approval from the editorial team.

 

  1. Manuscript Preparation

3.1 Formatting Requirements

  • Submit manuscripts in Microsoft Word (.docx) or LaTeX.
  • Use Times New Roman, 12 pt, double-spaced text.
  • Page margins: 1 inch (2.54 cm) on all sides.
  • Figures and tables should be placed at the end of the document, with appropriate references in the text.

3.2 Standard Structure

  1. Title Page (title, author names, affiliations, corresponding author’s email)
  2. Abstract (150–250 words)
  3. Keywords (3–6 terms)
  4. Main Text (IMRaD for research articles; flexible structure for essays and case studies)
  5. Acknowledgments (if any)
  6. Funding Statement
  7. Conflict of Interest Statement
  8. References
  9. Tables and Figures (with captions, placed at the end)

 

  1. Referencing Style

JIRG follows the Chicago Manual of Style (Author-Date format) unless otherwise noted.

In-text citation example:
(Wang and Chen 2022, 97)

Reference list example:
Wang, Li, and Ming Chen. 2022. Smart Governance in Regional Planning. Singapore: Global Urban Press.

Include DOIs or permanent links for online sources when available.

 

  1. Submission and Peer Review Process

5.1 Submission

Submissions should be sent through JIRG’s online system or emailed to contact@press.jandoo.ac. Include:

  • The anonymized manuscript
  • A separate title page with author information
  • A cover letter summarizing the paper’s contribution and relevance to JIRG

5.2 Peer Review

  • JIRG uses a double-anonymized peer review process.
  • Each manuscript is evaluated by at least two reviewers.
  • Initial review feedback is typically provided within 4–6 weeks.

Possible decisions:

  • Accept
  • Minor revisions
  • Major revisions
  • Reject

Authors must submit a point-by-point response letter when resubmitting revised manuscripts.

 

  1. Ethics and Publishing Policies

6.1 Plagiarism and Originality

  • All submissions are screened using Turnitin.
  • Manuscripts must be original and not under review elsewhere.
  • Self-plagiarism is not permitted.

6.2 Conflict of Interest

  • Authors must disclose any funding sources, affiliations, or personal relationships that could influence the research.

6.3 Data Transparency

  • Authors are encouraged to share datasets via public repositories and include relevant links in the manuscript.

6.4 Copyright and Licensing

  • Authors retain copyright under a Creative Commons Attribution 4.0 (CC BY 4.0) license, allowing unrestricted use with proper attribution.

 

  1. Article Processing Charges (APCs) and Waivers
  • JIRG applies an APC of USD 80 per accepted manuscript to support editorial, review, and publication services.
  • APC waivers or discounts are available for authors from low-income countries or institutions with collaborative agreements.
  • No fees are charged for submission or withdrawal.

 

  1. Post-Publication Corrections and Retractions
  • Authors may request corrections for factual errors.
  • In cases of ethical violations, JIRG follows COPE guidelines for retractions and corrections.
  • Notices of correction or retraction will be made publicly available and linked to the original article.
